About Us

 The Contracts and Procurement Division (C&P) is a forward leaning, multi-faceted acquisitions operation, committed to advancing transparent, accountable, and efficient procurement practices in support of DGS’ mission.

 The C&P division is comprised of two branches, namely, Procurement Services and Performance Management.

Procurement Services Branch

In recent years, the Procurement Services Branch (PSB) has processed an estimated 1,500 purchase orders totaling over $500MM per annum. PSB is organized by commodity type, with the Construction Section processing actions in support of our District’s schools, parks, and municipal facilities. As a mission enabler, the Non-Construction Section provides year-round support to all of the Department’s divisions. Further, Non-Construction plays a pivotal role in the pre-planning and the acquisition of specialized equipment and services for DGS’ maintenance operations. 

Performance Management Branch

The Performance Management Branch (PMB) is established to foster transparent procurement practices by ensuring audit and regulatory compliance. Responsibilities include, but are not limited to the following, electronic and physical records management, performance measurement, risk profiling and assessments, operational reviews. In addition, the PMB establishes operational discipline and cohesion across C&P division. Through a commitment to continuous assessment and adoption of better practices in procurement; maintaining operating procedures; focused procurement planning and forecasting; to include meaningful vendor outreach and engagement, PMB plays a pivotal role in fostering a culture that is both responsive to and anticipates the needs of C&P’s stakeholders.
