DGS Small Business Initiative

The Department of General Services (the “Department”) is committed to fostering continued growth of local District-based businesses by providing opportunities to build capacity and fully participate in government-funded construction and construction-related projects.

In November 2014, the Department launched a Small Business Initiative to encourage local, small businesses to compete as prime contractors on selected capital projects ranging from $250,000 to $3 million. Since that time, the program has expanded each year to include additional opportunities for local businesses.

Small Business Initiative Timeline

October 2013 – September 2014

The Department created a Capacity Survey to assess the needs of firms doing business with the agency to best ascertain how to build capacity and increase competition from certified District-based firms. Findings from the survey narrowed the initial scope of the program to capital and capital-related projects ranging from $250,000 to $3 million to be included in a new Small Business Initiative.

November 2014 – September 2015

The Department announces the Small Business Initiative. Selected solicitations were set-aside for certified Small Business Enterprise firms for capital and capital-related projects ranging from $250,000 to $3 million.

October 2015 – February 2017

The Department sought to promote capacity building by pre-qualifying a group of certified Small Business Enterprise to compete on a range of varying types of construction and construction-related projects, and began including solicitations for goods and services.

Fiscal Year 2017 Update

In fiscal year 2017, the Department again seeks to diversify and expand its sources of supply for goods and services, construction and construction-related projects from certified District-based firms by increasing the dollar threshold of the Small Business Initiative from $3 million up to $15 million and expanding the program into a special pilot procurement whereby all solicitations for goods and services, construction and construction-related opportunities under the $15 million dollar threshold will be set-aside for certified Small Business Enterprises.

The Department is therefore reserving all solicitations valued under $15 million for certified Small Business Enterprises for current and forecasted goods and services, construction and construction-related opportunities across the District’s eight wards as of March 2017.
