Brief Description of Duties: This position is located in the Construction Division, Department of General Services. The Construction Division implements and oversees the Capital Improvement Program for agencies within the District of Columbia, as well as executes the capital budget program, consisting of the rehabilitation of existing real property facilities, and construction of new facilities supporting the District.
This position serves as a Project Manager, responsible for providing expert level project management, planning analysis, technical assistance and guidance for major actions, as well as program analysis of real estate project management and capital construction delivery activities in the District of Columbia. The work involves oversight of both specific complex projects and projects bundled together for economy of scale or other logistical reasons. These projects involve a wide variety of activities for the construction, renovation and alteration of large buildings with multiple floors, typically with major community interest; major cost and funding method considerations; and major political and media interest. The incumbent leads and provides oversight of assigned projects with full authority and responsibility for the successful completion of projects on time and within budgetary guidelines. The Incumbent must be proficient utilization of Prolog for project management and ensuring that all vendors are utilizing Prolog according to the DGS - Capital Construction Manual. Required to create and maintain project schedules in Primavera/P6 and utilize Document Locator for document routing and file management. Create and prepare ad hoc reports for special and day-to-day project tracking of milestones, finances, and progress notes.
Specialized Experience: Registered Architect, Professional Engineer, and/or LEED AP or other approved certification or registration is preferred.
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
Education Requirement: Bachelor's degree in Engineering, Architecture, Construction Management or a related field and 3-5 years of experience in construction project management, or an approved combination of at least 6+ years of education, experience, and training exhibiting the ability to perform satisfactorily in the position is required.

Conditions of Employment
Physical Effort: The majority of the work is sedentary in nature. However, the incumbent is responsible for inspecting/visiting construction sites which may require considerable walking on hard surfaces in all types of weather conditions.
Working Conditions: The work is primarily performed in an office setting which is adequately heated, ventilated, and lit. While visiting construction sites, the incumbent is exposed to dust, chemical odors, and construction hazards. While at construction sites the incumbent is required to wear a hard hat and other protective equipment. Additionally, there is a need to use caution to avoid the movement of building supplies, workmen on ladders, mechanized equipment, falling materials, slippery surfaces, etc.
Displaced Employee Priority Placement: Eligibles for the District of Columbia's Displaced Employee Program (DEP) and Agency Reemployment Priority Placement Program (ARPP) will be given priority consideration for this position if found qualified.
Employee Benefits: Selectee will be eligible for health and life insurance, annual (vacation) and sick leave and will be covered under the District of Columbia government's retirement plan. However, if selectee was previously employed in the District of Columbia government under an appointment for which he/she was eligible for Civil Service Retirement (CSR), contributions to CSR will resume upon re-employment.
