The Government of the District of Columbia, acting by and through its Department of General Services (the “Department” or “DGS”), has an immediate and critical need to retain Spectrum Management LLC (the “Contractor”) to provide uninterrupted Consolidated Maintenance & Operations Services for the Marion S. Barry Jr. Building (the “Facility”). The services are required for a 12‑month period to ensure continued building functionality, life safety, tenant support, and operational continuity across all building systems.

Due to an extended period of elevated heat index conditions in the District of Columbia and widespread HVAC equipment failures across multiple DC Public Schools (DCPS) facilities, ambient temperatures within several school buildings have become critically high. These conditions pose an immediate risk to student and staff safety, impede the ability to maintain required indoor environmental standards, and threaten the continuity of school operations at the start of the academic year.

Continuous coverage is required to maintain building safety, systems reliability, and day‑to‑day functionality during this short-term performance period.

Continuous coverage is required to maintain building safety, systems reliability, and day‑to‑day functionality during this short-term performance period.
