
For over 12 years, Michelle Dee has been a team-oriented and results-focused leader in budget and performance management, government operations, and financial analysis. She joined the District of Columbia’s Department of General Services (DGS) in March 2019 as the Chief Administrative Officer.
Driven by positively impacting the lives of DC residents, Michelle manages the execution of the agency’s $1 billion capital improvement plan, directs the planning and execution of DGS’ annual budget, and oversees the agency’s IT infrastructure, making the District a safer place to live. In addition to her primary role, Michelle was recognized by the DGS Director for her extraordinary commitment to transforming the agency’s budget and financial operations divisions in order to achieve operational efficiencies and process improvements.
Prior to DGS, Michelle served as the Deputy Director of Operations at the Department of Energy and Environment (DOEE). Throughout her tenure at DOEE, Michelle actively managed the agency's internal operations, including budget, human resources, information technology, fleet, grants, contracts and procurement, and small business compliance. Under her leadership, DOEE benefited from Michelle’s design and implementation of key program initiatives that built and leveraged effective networks with critical peers and stakeholders across the agency and the District, including City Council members, non-profit organizations, the academic community, industry representatives, and District residents.
With a love for travel, Michelle holds a Master’s Degree in Development Management from the London School of Economics and Political Science (UK), a Master’s Degree in Public Policy from the University of Toronto (Canada), and a Bachelor’s Degree from Queen’s University (Canada).
When Michelle is not busy problem-solving and creating systemic change, you can find her in the company of her family and golden retriever Zoe.
