Tiffany Barthwell Moore is the Deputy Director of Capital Construction Services for the DC Department of General Services (DGS). Tiffany is a results-oriented construction management executive with proven abilities to effectively mobilize people, processes, and technology to obtain desired outcomes. She leverages 20 years of industry experience to direct the operations of the division which is responsible for the execution of over $2B in new construction and renovation projects across the District of Columbia’s 35.7 million square feet portfolio. Tiffany believes one of her most important responsibilities is to motivate and empower a talented team of 120 project managers and support staff. She’s passionate about continuously improving the division’s culture and achieving operational excellence. During her time with DGS while previously serving as Project Management Officer, she successfully launched a new project management technology platform, streamlined standard operating procedures, and developed corresponding evaluation and accountability criteria for staff.

Tiffany’s experience prior to joining DGS as a general contractor, owner’s representative, developer, and small business owner has enabled her to develop a unique skill set and keen ability to solve technical challenges while fostering buy-in with both internal and external stakeholders. She is a civil engineer and graduate of Howard University who hails from Detroit, Michigan and is a wife and proud mother of one son.
