Zach has spent the last decade designing urban sustainability policies, programs and implementing climate change mitigation solutions in Washington, DC. His work focuses on building science and information technology, renewable energy and creative finance, partnerships, and people. Zach directs energy management and resource conservation across 28 million square feet of real estate owned by the District Government, including offices, schools, recreation centers, and emergency facilities.
Zach managed the procurement and implementation of two utility-scale Power Purchase Agreements (PPAs) - a 46-megawatt wind farm and a 12-megawatt solar project – two of the largest municipal PPAs in the US. Dobelbower also served as the District’s first Urban Sustainability Planner. He is a LEED accredited professional with an MPA from American University and a BA from the University of Oklahoma.
