The Contracts and Procurement Division (C&P) is a forward leaning, multi-faceted acquisitions operation, committed to advancing transparent, accountable, and efficient procurement practices in support of DGS’ mission.
As depicted in the organizational chart below, C&P is comprised of three branches, namely, Policy, Research and Planning; Procurement Services; and Procurement Evaluation.
Procurement Services Branch
In recent years, the Procurement Services Branch (PSB) has processed an estimated 1,500 purchase orders totaling over $500MM per annum.
PSB is organized by commodity type, with the Construction Section processing actions in support of our District’s schools, parks, and municipal facilities. As a mission enabler, the Non-Construction Section provides year-round support to all of the Department’s divisions. Further, Non-Construction plays a pivotal role in the pre-planning and the acquisition of specialized equipment and services for DGS’ maintenance operations.
Policy, Research and Planning Branch
The Policy, Research and Planning Branch (PRPB) is established to foster operational discipline and cohesion across C&P branches. Through a commitment to continuous assessment and adoption of better practices in procurement; maintaining operating procedures; focused procurement planning and forecasting; to include meaningful vendor outreach and engagement, PRPB plays a pivotal role in fostering a culture that is both responsive to and anticipates the needs of C&P’s stakeholders.
Procurement Evaluation Branch
The Procurement Evaluation Branch (PEB) is established to foster transparent procurement practices by ensuring audit and regulatory compliance. Responsibilities include, but are not limited to the following, electronic and physical records management, performance measurement, risk profiling and assessments, operational reviews.
