RFP for Construction Management at Risk Services - Kenilworth Recreation Center

The Department of General Services is issuing this Request for Proposals to engage a construction manager to convert a portion of the existing former Kenilworth Elementary School building, located at 1300 44th Street, NE, Washington, DC into a recreation center (the "Project"). The Kenilworth ES site bounded by 44th street, NE, Ord Street, NE, Nash Street, NE and an existing alley. The existing facility includes an original one story building constructed in 1933, which was expanded in the 1950s to include second and third stories added to the original building; there is also a one story, column free wing to the north of the original building, and a three story building to the south end of the original building. The Department has selected Bell Architects, P.C. (the "Architect") to serve as the designer for the Project, and a schematic design has been prepared. It is contemplated that the recreation center will be located on the first floor of the original building and the north wing-approximately 18,000 square feet. The Project will include the addition of a new gymnasium outside the existing footprint, as well as an outdoor pool with a pool house and various site improvements. Renovation of the south wing (2 story wing) as well as the 1933 addition atop the original one-story building are not included in the scope of the Project; however, that portion of the facility is currently occupied and will remain occupied for the duration of the Project and thereafter. It is contemplated that the facility's current MEP systems will need to remain fully functional for those occupied portions of the facility both during and after the Project; new MEP systems are contemplated for the spaces to be renovated as part of the proposed Project.
 
The Project must be achieve a minimum of LEED Gold Certification, and the Department has established a budget of $14 million for the Project ("Project Budget"). The Project must be Substantially Complete no later than June 30, 2016, except for the pool and pool house which must be Substantially Complete no later than May 15,2016.
