The District of Columbia’s Department of General Services (“DGS”) is seeking offers for land for new construction or existing buildings that could serve as a shelter for homeless residents who need to obtain emergency housing. It is the District’s preference to purchase a land site or existing building in the fulfillment of this requirement, but the District will also consider lease or ground lease options with a preference for lease structures that include a path to ownership.
