Energy Efficiency and Electrification

Through its energy efficiency and electrification work, DGS enhances building performance, improves indoor air quality and thermal comfort, and reduces both operating costs and negative environmental impacts.

The Sustainability and Energy Management Division (DGS-SE) collaborates across DGS divisions to support, advise on, and implement the five energy retrofit strategies outlined in the DGS Energy Management Plan: Whole Building, Whole System, Component, Retrocommissioning, and Ongoing Commissioning. Electrification is integrated across these strategies, with projects incorporating full or phased electrification where technically and financially feasible. Using a data-driven approach, DGS-SE evaluates each facility to determine the most appropriate retrofit pathway — or combination of strategies — to optimize energy performance, reduce emissions, and manage lifecycle costs.

DGS-SE directly implements the following initiatives:

  • Ongoing (continuous) Commissioning

DGS-SE either directly implements or provides technical support for:

  • Component Retrofits
  • Whole System Retrofits

DGS-SE provides advisory and technical support for:

  • Whole Building retrofits, including new construction and major modernizations

Enterprise Building Automation System
DGS’ enterprise Building Automation System (eBAS) provides centralized visibility and control over connected building systems across some of the largest buildings in the DGS portfolio, enabling remote monitoring, diagnostics, and operational optimization. The web-based system aggregates real-time data from building systems—including HVAC equipment, temperature sensors, air handling units, boilers, chillers, and lighting controls—into a single interface that allows facilities staff to adjust setpoints, schedule equipment, diagnose faults, and track energy performance remotely. By enabling continuous monitoring and data-driven optimization, the eBAS supports preventive maintenance, improves indoor air quality and thermal comfort, reduces energy waste, and strengthens operational resilience across connected DGS-managed facilities.
