The District of Columbia Department of General Services ("DGS", "District" or "Department"), on behalf of the Department of Youth Rehabilitation Services ("DYRS") is issuing this Request for Proposals ("RFP") to solicit the services of an architectural/engineering ("A/E") firm, to provide comprehensive design services (Title I Services) and construction administration services (Title II Services) for an Entrance Security Upgrade for the Youth Service Center ("YSC") located at 1000 Mt.
