Infrastructure and Development Projects

The Infrastructure and Development Projects (ID) cluster serves as a sub-division with the Department of General Services’ Capital Construction Division, which implements projects that primarily precede vertical development and set the groundwork for future construction. Projects within ID support movement, connectivity, and the delivery of essential utilities across an area. Key components of an ID project include, Hazardous Waste Remediation, Demolition, Transportation Networks, Roadways, Railways, Airports (runways and taxiways), Ports and Harbors, Pedestrian and Bicycle Pathways, Water and Drainage Systems, Electrical Power Grids, Telecommunication Lines, Land Grading, Earthworks, and Landscaping. 

Infrastructure and Development Projects: 

Fletcher Johnson Roadway and Infrastructure 
The project scope includes partial demolition of an existing school building, which will be adaptively repurposed by a private developer.

Hill East 72" Storm Water Relocation
The Hill East Phase II project encompasses the relocation of a critical 72-inch combined sewer line, along with related infrastructure improvements, to accommodate the planned redevelopment of the Hill East site—formerly part of the District of Columbia General Hospital campus. 

New DC Animal Shelter at DC Village 
The project will design and install upgrades to the existing #4 DC Village Warehouse to serve as the new DC Animal Shelter, replacing the existing infrastructure at NY Ave. This location will serve as a District-owned and operated animal shelter and hospital. 

St. Elizabeth's East Campus - 13th Street Connector Infrastructure Improvements
The 13th St Connector project includes new underground wet and dry utilities along with new roadway and streetscape improvements as part of the redevelopment of the historic St. Elizabeth’s East Campus.

St. Elizabeth's East – Congress Heights Metro Station Reconfiguration 
This project involves the construction of a new roadway, including new wet and dry utilities, on the St. Elizabeths East campus, including a busway for the Congress Heights WMATA station, located at 2730 Martin Luther King Jr. Ave SE, Washington, DC. 
 
St. Elizabeth's East Building 88 Relocation 
The project is for the relocation of the Historic Building 88 (Blackburn Lab), currently located on the St. Elizabeth's East Campus in Washington, DC. The building is presently partially situated on the future Right of Way (“ROW”) of the future extension of Sycamore Drive SE between Cypress Street SE and Pecan Street SE on the East Campus of St. Elizabeth's. The main building and the autopsy wing will be relocated 65 feet west of its current location. 
 
Benning Road Transfer Station Abatement and Raze 
The scope of the project will include the abatement of hazardous materials, including any contaminated soil on site, and complying with all regulatory agencies. Also, demolition of the existing transfer station and all site elements, including foundation pile caps, and prepare the site for the construction of a new facility.
 
Fletcher Johnson Abatement and Demolition 
The project scope includes partial demolition of the historic school structure while thoughtfully preserved and reimagined, blending modern functionality with the building’s original architectural character. Also, preparing the final grade site for the freestanding emergency department, operated by Universal Health Systems/GWU.
