The Department of General Services ("Department" or "DGS") is issuing this Invitation for Bid ("IFB") to engage a contractor to provide HVAC construction services for the District of Columbia Archives Facility at Naylor Court ("DC Archives") located at 1300 Naylor Court, NW, Washington, DC 20001. The building currently houses the District's archival records, the majority of which are paper documents (stored in boxes); a small portion of the archival collection includes other sensitive artifacts. The facility was not designed as a permanent archival facility, and the majority of the current HVAC systems are not adequate for the building's current use. The Department recently completed installation of a new HVAC system in the staff area of the facility ("Phase 1"), and now wishes to proceed with a more comprehensive upgrade of the building's HVAC systems in accordance with the approved design ("Phase 2") (the "Project"). The scope of services is further outlined below and generally includes implementing the Department's drawings and specifications and providing all services necessary to upgrade the existing building mechanical system no later than the date specified herein and in accordance with Section A.7 and the narrative scope of work (Section B). Mechanical system upgrades are necessary to provide the appropriate air circulation system for protection and preservation of the archived items. The work for this Project will occur in an occupied facility, during normal working hours, and the selected Contractor will be required to coordinate work with DGS and the building occupants. The selected Contractor will be required to protect all archived materials and artifacts throughout construction. The drawings and specifications are attached hereto as Attachment A (the "Drawings and Specifications"). This is a Sheltered Market Procurement and only Certified Business Enterprises (CBEs) certified by the District's Department of Small and Local Business Development (DSLBD) at the time of submission are eligible to participate. The Contractor shall submit with its bid the Contractor's CBE certification letter issued by DSLBD (See Section C). The Contractor must maintain the aforementioned certification throughout the term of any resulting contract.
