Dr.Jacque McDonald Chief of Contracts and Procurement

Dr. Jacque McDonald is DGS’ Chief Procurement Officer. She is a mission-driven executive leader with more than 15 years of experience shaping high-impact programs, advancing community development, and driving operational excellence across the public sector. Currently serving as Director of Contracts, Procurement, & Grants for the Office of the Deputy Mayor for Planning & Economic Development in Washington, D.C., she collaborates with the Mayor’s Office, DC Council, and diverse stakeholders to design and implement initiatives that strengthen the District’s economic and community landscape.

Throughout her career, Dr. McDonald has demonstrated a unique ability to translate strategic vision into actionable plans. She has overseen multimillion-dollar budgets, implemented financial controls that reduced costs by 20% while maintaining program quality, and led cross-functional teams spanning procurement, grants and invoice management. Her leadership has fostered inclusive cultures, empowered professionals under her supervision, and expanded partnerships with nonprofits, and private entities to maximize program reach and impact.

Dr. McDonald began her career in private sector as a Staff Accountant working her way up to Controller and later accepted a position with the national corporation as Chief Financial Officer. Using her tax law degree, she also held a position in a law firm performing tax law research. Dr. McDonald’s expertise extends across procurement, budget, contracts, grant administration, human resources, IT, and warehouse services, much of which was honed through earlier roles with Child and Family Services and the Youth Services Administration. She has managed high-impact portfolios, guided complex negotiations, and ensured compliance with regulations while supporting vulnerable populations. Her career reflects a consistent commitment to operational efficiency, transparency, and equitable service delivery.
