DGS Energy Management Plan

In summer 2022, the Department of General Services (DGS) released the Energy Management Plan (EMP) for District government-owned buildings in the DGS portfolio. The EMP, developed by DGS’ Sustainability and Energy Management Division, is a data-driven roadmap for how to dramatically cut energy use across more than 25.7 million square feet of real estate. The Plan is intended as a living document that recalibrates and adjusts as the building portfolio changes.

Beyond lowering energy consumption, the EMP’s reduction targets would deliver co-benefits including improved local air quality, greater operational resilience, and enhanced occupant comfort across DC government facilities. The plan provides a robust, scalable framework for cities, states, and private-sector owners to align large building portfolios with building performance standards, which are rapidly gaining traction nationwide.

The EMP builds on the Clean Energy DC Omnibus Amendment Act of 2018, which created the District’s Building Energy Performance Standards (BEPS) framework, requiring building owners to achieve defined energy reduction targets through ongoing performance improvements. BEPS regulations are overseen by the Department of Energy and Environment (DOEE).
