The Department of General Services has a mandatory requirement to be in compliance with the United States Environmental Protection Agency (EPA) under Section 309(a) of the Clean Water Act 33 U.S.C. Paragraph 1319(a). Count I: Failure to adequately maintain an electronic inventory of storm water control practices that includes information on the maintenance verification. Section 4.2.2 of the MS4 Permit requires the District develop mechanisms to ensure maintenance of storm water controls on private properties owned and operated by the District of Columbia.
