The District of Columbia Department of General Services (DGS), Contracts and Procurement Division, is issuing this Request for Qualification ("RFQ") to engage prospective certified Small Business Enterprises to submit their qualifications to the Department for the services described in this RFQ. The Department will use this RFQ to establish a capacity pipeline for current and future construction projects by pre-qualifying qualified General Contractors, Trades sub-Contractors and other related services from which to solicit bids.

This is a Sheltered Market Procurement and only Certified Small Business Enterprises (CSBEs) certified by the District's Department of Small and Local Business Development (DSLBD) at the time of submission are eligible to participate. The Contractor must maintain the aforementioned certification throughout the term of any resulting contract. The Offeror shall submit with its proposal its CBE certification letter issued by DSLBD.
