
Osei Headley serves as Deputy Director of the Capital Construction Services Division at the Department of General Services (DGS), leading a team responsible for delivering the District’s $6B six-year capital improvement program. An accomplished executive, he has directed major municipal portfolios spanning Health & Human Services, Parks & Recreation, and Infrastructure Development. His work includes overseeing staff and consultants, and partnering with mayoral and administrative offices to plan and forecast capital needs.
Before assuming his current role, Mr. Headley served as Operations Manager and Executive Programs Manager at DGS, where he led capital projects and strategic program delivery. In the private sector, he worked as Development Manager and Project Manager for COPT Defense Properties, a mission-critical facilities real estate firm.
Mr. Headley began his career at Clark Construction, contributing to several high-impact projects across the District. He holds an MPS in Real Estate (Development & Finance) from Georgetown University and a BS in Commerce and Engineering from Drexel University.
