The District of Columbia Department of General Services on behalf of the District Department of Parks and Recreation is issuing this Request for Proposals from offerors ("Offeror(s)") to engage a design firm to serve as the Architect/Engineer (the "A/E") to provide a full range of architectural and engineering services for the modernization of the Fort Lincoln Park, Theodore Hagans Cultural Center, and the New Recreation and Early Childhood Education Center (the "Project"", located at 3229 Fort Lincoln Drive, NE, 3201 Fort Lincoln Drive, NE and 3100 Fort Lincoln Drive, NE respectively.

The Project’s scope of work general the selected A/E will be required to provide architectural and engineering services necessary to modernize Fort Lincoln Park, the Theodore Hagans Cultural center, and the parcel currently occupied by the Thurgood Marshall Elementary School (such parcel to house the "New Recreation and Early Childhood Education Center"). The selected A/E will be required to provide all of the design service necessary to implement the project and to produce the required deliverables.
