The District of Columbia Department of General Services ("DGS" or "Department") is issuing this Request for Proposals ("RFP") to engage a design firm to serve as the architect/engineer (the "Architect") for a turn-key solution for the renovation or new design of the Center for Therapeutic Recreation ("TR Center"). The TR Center sits on approximately 7.43 acres and is comprised of two one-story buildings totaling approximately 22,000 square feet, a playground, basketball court, and an open field and picnic area. The TR Center is located at 3030 G Street SE, Washington, DC 20019. The buildings house an indoor therapeutic pool, pump room, locker rooms, classrooms, a weight room, a reading room/ library, and several administration offices. The TR Center provides recreation and athletic programs for residents of all ages, including adaptive programs and facilities for persons with disabilities through a continuum of specialized therapeutic recreation program servers. Some of the current services and programs include the following; Leisure Life Skills Development, Adaptive Sports and Aquatics, Senior Programming, community inclusion Activities, Arts and Crafts and Cultural Activities, Special Events and Field Trips, and Holiday and Summer camps.

 

The Department desires to engage an architect/engineer to provide multiple design concepts for the renovation of the TR Center. The Department would like the Architect to provide a minimum of three concept designs for each of two possible design scenarios - one for the renovation of the existing TR Center and one for the construction of a new TR Center (both concept scenarios to also include the surrounding site work). The Department desires that the selected Architect will create a design that (i) meets handicap accessibility; (ii) provides additional support for special needs individuals; (iii) provides additional spaces to meet desired program needs; (iv) repairs water damage and mitigation to the roof and walls (if renovation); (v) provides a fire suppression system for the entire building; and (vi) upgrades the entire building HVAC system (if renovation). The Project shall be designed in such a way so as to achieve, at a minimum, LEED - Gold certification.
