The District of Columbia Department of General Services (“DGS”, “District” or “Department”), on behalf of the District of Columbia Fire and Emergency Medical Services (“DCFEMS”), is issuing this Request for Proposals (“RFP”) to solicit the services of an architectural/engineering (“A/E”) firm to provide professional design services for the new Engine Company 7 (“EC7”) and DCFEMS Headquarters located at 1101-1103 Half Street, SW, Washington, DC (the “Project”).

DCFEMS desires to relocate EC7 from its current location of 1101 Half Street, SW and the DCFEMS Headquarters from its current location of 2000 14th Street, NW (The Reeves Center) to a newly constructed, properly sized and equipped, combined facility located at 1101-1103 Half Street SW, Washington, DC. This will enable EC7 to continue serving the 2nd Battalion and support DCFEMS with a new Headquarters Office. The new facility will allow DCFEMS to efficiently meet its existing and future needs. The Project will consist of six (6) phases: (i) Program of Requirements (“POR”); (ii) Schematic Design; (iii) Design Development; (iv) Construction Documents and Project Specifications; (v) Bid Phase; and (vi) Construction Administration.
