The Department of General Services ("Department" or "DGS") on behalf of Department of Youth Rehabilitation Services (DYRS) is issuing this Request for Proposals ("RFP") to engage a contractor to provide janitorial and related supplemental services at the New Beginnings Development Center (NB) located at 8400 River Road, Laurel MD, 20724-1426.

This RFP is designated only for Certified Small Business Enterprise (CSBE) Offerors under the provisions of the "Small and Certified Business Enterprise Development and Assistance Act of 2014", D.C. Official Code § 2-218.01 et seq., as amended.

A CSBE must be certified as a small business for Janitorial/Custodial Services at the time of submission in order to be eligible to submit a proposal in response to this solicitation. The Contractor must maintain the aforementioned certification throughout the term of any resulting contract. The Offeror shall submit with its proposal its CBE certification letter issued by DSLBD.
