RFP DCAM-17-NC-0079 Consolidated Maintenance Services for 200 I Street

The District of Columbia, Department of General Services (DGS) is seeking a Contractor to provide consolidated maintenance services including the management, supervision, labor, materials, supplies, and equipment (except as otherwise provided) to ensure effective performance of Operations, Maintenance and Repair (OM&R) services at 200 I Street, SW, Washington, DC 20003. The contract pursuant to this RFP will be a Firm, Fixed, Monthly Price Contract with a Cost Reimbursement Component for supplemental services.

All pricing listed in Sections B.4 through B.4.5.2 (Base Year and all Option Year pricing) shall be the Contractor’s sole method of compensation. The Firm, Fixed Monthly and Hourly Rate pricing shall be “all inclusive” and sufficient to cover all labor, supervision, management, materials, equipment, containers, supplies (including consumables), vehicles, management, recordkeeping, reporting and other services including, overhead and profit, including all applicable year-over-year service cost increases due to market variables. 

The Contractor shall be reimbursed for costs incurred in performing Reimbursable Services, (Section C.26) approved in advance in writing by the Contracting Officer (CO). Reimbursable Services in excess of $10,000.00 require the CO’s approval in writing and or through issuances of a Task Order. The Contractor shall use the fixed, fully loaded, hourly rates established in the Reimbursable Services Price Schedules (B.4) to determine costs associated with all Reimbursable Service requests.

 This RFP is designated only for certified Small Business Enterprise (SBE) Offerors under the provisions of the “Small and Certified Business Enterprise Development and Assistance Act of 2014,” D.C. Official Code § 2-218.01 et seq., as amended. ONLY Offerors that are certified by the District of Columbia Department of Small and Local Business Development (DSLBD) as a SBE at the time of the Proposal Due Date are eligible. A copy of the certification acknowledgment letter must be submitted with the Offeror’s Proposal.
