The District of Columbia Department of General Services (“DGS”, “District” or “Department”) is issuing this Request for Proposals (“RFP”) to engage a design firm to serve as the Architect/Engineer (“A/E” or “Architect”) to provide a full range of architectural and engineering services associated with the demolition and rebuild of the Congress Heights Recreation Center.
