DCAM-15-CS-0143 RFP for Beautification of St. Elizabeths Buildings 89, 94, 95 and 100 Documentation

The District of Columbia Department of General Services ("DGS" or the "Department") is issuing this Request for Proposals to engage a contractor to provide construction services for the beautification of four historic buildings on St. Elizabeths East Campus ("St. Elizabeths"). DGS previously undertook stabilization efforts on these buildings, and given the prominence of their location and historic significance, DGS now desires to restore the buildings roofs and the exterior facades to make the buildings look less vacant and generally refreshed. The Department has commissioned a roof condition assessment for each building ("Roof Assessment Reports"). The Department's goal is to complete the roof restoration and repairs recommended in the Roof Assessment Reports. In addition to the roofing work, DGS desires that (i) brick-colored painted plywood window coverings be installed at all building windows; (ii) the window trim at all windows be painted; and (iii) the existing landscaping around each building be "spruced up" (collectively with the roofing working, the "Project). The selected contractor will be required to provide all labor, materials (unless otherwise noted herein), supervision and other services as may be necessary to complete the Project no later than ninety (90) days from the Notice to Proceed ("NTP"). The Department desires that the community immediately surrounding the site be involved in the performance of the work to the greatest extent practicable and has set a goal of 10% resident participation from residents of Wards 7 and 8.
