Monique Willard-Performance Management Officer

Monique Willard is the current Performance Management Officer for the Department of General Services (DGS). In her current role, Monique acts as a principal advisor in performance management, performance analysis, and evaluation of programs. She is responsible for measuring, managing, and collaborating with others to improve agency performance.

Monique is an accomplished management professional with over 23 years of experience leading high-performance teams, improving/expanding programs, increasing performance, effectively managing projects, and implementing policy. Monique has an exceptional talent for transitioning strategy into action and achievement. Monique has more than 11 years of experience with the District of Columbia government.

Monique is a graduate of the University of Maryland. Monique also holds a master’s degree in healthcare administration, with a concentration in Health Informatics. Additionally, she has a certificate from George Washington University as a Certified Public Manager (CPM).

Monique is an avid reader. In her spare time, she enjoys traveling, serving her community, and spending time with her family.
