Portfolio Management Division Leasing, Acquisitions, Surplus and Dispositions

D.C. Code § 10-551.01 authorizes the Department of General Services to perform the following functions for the District: (a) acquire real property by purchase or lease; (b) manage space in buildings and adjacent areas operated and leased by the District; and (c) administer the disposition of District real and personal property through sale, lease, or other authorized method, and to exercise other acquisition and property disposition authority delegated by the Mayor.

D.C. Code § 10-801 authorizes the Mayor, with the approval of the Council by resolution, to sell, convey, lease (inclusive of options) for a period of greater than 15 years, exchange, or otherwise dispose of real property owned in fee simple by the District, which the Council finds to be no longer required for public purposes.

D.C. Code § 1-204.51 requires that a contract in excess of $1,000,000 during a 12-month period be approved by the Council following submission thereof by the Mayor.

D.C. Code § 1-309.10 requires that each affected ANC and Ward Councilmember be provided with notice of, and an opportunity to provide recommendations regarding, the intent to acquire an interest in real property though purchase or lease or the intent to change the use of property owned or leased by or on behalf of the District of Columbia.
