Tim Hatton, Chief Administrative Officer (CAO)

Tim Hatton is the Chief Administrative Officer (CAO) of the Department of General Services (DGS) and is responsible for overseeing Budget Development & Implementation, Financial Transactions and Grants Management. Mr. Hatton and his team manage an over $700M operating budget and multi-billion-dollar capital program. They are responsible for ensuring day-to-day operations of the agency are supported and adequately resourced, while also interfacing with important stakeholders like the Mayor’s Office, City Council, the public, the business community and over 50 client agencies.

Mr. Hatton served as the Associate Director of Budget Development & Implementation at DGS from October 2019 to November 2023. Under his leadership, he brought in millions of dollars of funding for new programs and critical initiatives. He also helped manage and direct resources to support the city’s COVID-19 emergency response and recovery efforts. Prior to joining DGS, Mr. Hatton was appointed twice by Mayor Muriel Bowser to serve in the Office of Budget & Performance Management, where he directly managed District-wide operational improvements, and drove strategic investments across the city. Mr. Hatton also worked in finance at the U.S. Chamber of Commerce and the technology sector at Incapsulate. While at Incapsulate he gained valuable experience implementing and managing Salesforce projects for the U.S. Navy, DC Office of Unified Communications and DC Office of the State Superintendent of Education Department of Transportation.

Mr. Hatton is a proud alum of the University of Mount Union where he earned a B.A. in Political Science and Philosophy and is the recipient of the Young Alumni Award of 2023. He has earned a certificate in Education Finance from Georgetown University and participated in the Executive Leadership Program at George Washington University. Mr. Hatton is a Ward 6 resident of Washington, DC and has lived in the NoMa neighborhood for over a decade.
