The District of Columbia, Department of General Services ("DGS" or the "Department"), Sustainability & Energy Division ("S+E") has an immediate need for a solar + storage analysis of its building portfolio in preparation of a planned solar + roof + storage Request for Proposals ("RFP"). To adequately prepare for the RFP, the Department requires analysis of its building stock, including technological and economic analysis outlining the efficiency, safety, and financial feasibility of solar + storage projects.

DGS’ S+E plans to post a solar + roof + storage RFP in 2018. In order to finalize the RFP, targeted solar + storage metrics for developers to meet are needed. Decisions to competitively solicit for the following services would significantly delay the solar + roof + storage RFP.
