Northeast Heights Development Project (New DGS Headquarters)

Project Description:

On September 5, 2019, Mayor Bowser signed a Mayor’s Order directing the Office of the Deputy Mayor for Planning and Economic Development (DMPED) and DGS, to first identify potential relocation properties in Wards 7 and 8 neighborhoods, when considering office space for District government agencies. The order focuses on the District government as a powerful tool for investing in the economic vitality of communities currently experiencing underinvestment and needing retail, including grocery stores.

In May 2020, DGS has followed through on the Mayor’s commitment by setting the example itself through the letter of intent to enter a 20-year lease at the Minnesota Avenue location.

Known as the Northeast Heights, this project is the mixed-use redevelopment of two shopping centers in the Minnesota/Benning submarket of Washington D.C.'s Ward 7 neighborhood. The first phase of Northeast Heights is a 258,500 square foot six-story commercial building with ground-floor retail; the office component is fully leased to the Washington, D.C., Department of General Services (DGS) for its headquarters.

Future phases of the project are envisioned to include the development of multifamily residential (with designated affordable apartments), additional office, community gathering space, and ample retail space including a new full-service grocery store. The site falls within a designated Opportunity Zone, further incentivizing economic development in Ward 7.

The project’s first phase is led by a joint venture between Cedar Realty Trust, Asland Capital Partners, and the Goldman Sachs Urban Investment Group. Cedar Realty Trust and Asland Capital Partners are co-developing the property, while the Goldman Sachs Urban Investment Group is serving as a strategic capital partner. Trammell Crow Company, one of the nation's largest commercial real estate developers and investors, is the designated fee developer.
