The Government of the District of Columbia, acting by and through its Department of General Services (the "District", "DGS" or "Department") is issuing this Request for Proposals ("RFP") to engage one (1) firm ("Contractor") to provide comprehensive program management and data management/analysis services in support of holistic utility consumption and cost management across the DGS portfolio.
