The District of Columbia Department of General Services (“DGS” or the “Department”) is issuing this Invitation for Bids (“IFB”) to engage a Contractor certified as a Small Business Enterprise (“SBE”) (the “Contractor”) to provide all necessary services, supervision, permits, labor, supplies, equipment, and materials to complete the Roof Replacement and Upgrades at Youth Services Center (“YSC”) (the “Project”).
