Kwelli Sneed-Chief of Staff

Kwelli Sneed holds an extensive career in District Government having worked at four agencies with areas of expertise including labor relations, personnel management, operations and project management, strategic planning and organizational change and development. She has honed her skills in facilitating team building, creating an open work environment, assessing organizational challenges – and creating solutions. As Chief of Staff at DGS, Ms. Sneed serves as the key advisor to the Director in executing the administrative management responsibilities of the agency. She actively participates and provides expertise in the development of DGS strategic and business plans, team building and process re-engineering efforts. At DGS, Ms. Sneed ensure the development and implementation of performance standards, informs employees and holds employees accountable for performance through objective counseling and evaluation. She coaches and motivates staff, serves a key role in the development of the agency’s annual budget and performs special assignments at the request of the Director. Prior to joining the agency, she served as Interim Chief of Staff at the Department of Parks and Recreation, working directly with the former Director, Keith Anderson. At DPR, she was also Deputy Director of Administrative Services with oversight of the warehouse and facilities, nutrition services, procurement, information technology, fleet services, human resources, and training and development. Before joining DPR, Kwelli served as Employee and Labor Relations Officer at the Department of Public Works (DPW) and held several roles at the Office of the State Superintendent of Education (OSSE) including as Deputy Director of Division of Transportation for Special Needs Students. Kwelli received her Bachelor of Science in Chemical Engineering/Mathematics from Florida A&M University.
