Ella Faulkner is currently Deputy Director of the Capital Construction Services Division at the D.C. Department of General Services. She manages the division responsible for delivering capital construction projects that include the delivery of new or improved schools, recreation centers, pools, splash pads, parks, short-term family housing, government centers, and public safety facilities. An additional aspect of her responsibilities includes focusing efforts to deliver projects that will spark economic development across the District.

Prior to joining DGS, Ella was the Vice President of Planning and Economic Development with the Downtown DC Business Improvement District. In that role, she was responsible for helping to lead the District's Downtown Action Plan, overseeing the planning of public spaces, and contributing to the delivery of the State of Downtown's Economic Report.

Ella comes to DGS with more than a dozen years of experience in planning and design, recently serving as the Deputy Director of Administrative Services at the D.C. Department of Parks and Recreation (DPR), where she managed over $1.5 billion in capital funds, led the planning, design, and project management of hundreds of DPR projects, and improved the quality of life for District residents through strategic redevelopments of parks and recreation facilities citywide.

Ella holds two master's degrees, one in architecture and regional and city planning and another in geographic and atmospheric sciences, from the University of Oklahoma. She has a bachelor's degree in geography from Virginia Commonwealth University. She is an active member of the American Planning Association, Association of American Geographers, National Recreation and Park Association, and an executive leader through the National Forum for Black Public Administrators. Ella is a native of Trinidad and Tobago and lives with her husband, both are avid travelers and always looking for the next adventure.
