Propel Dc Process and Registration

On March 26, 2026, at a time to be designated and published by the Department, the first ten (10) businesses that successfully submit a complete registration through the Microsoft Form available on the Department's website shall be deemed eligible to proceed in the Propel DC Initiative.
  •  Eligibility to advance to the bid phase shall be limited to the first ten (10) registered businesses that qualify as Certified Business Enterprises (CBEs) certified by DSLBD as a Small Business Enterprise (SBE)
  •  For purposes of transparency, the Department shall publish on its website a list of all businesses that submitted registrations, including the corresponding date and time of submission.
  •  The District reserves the right to verify the accuracy and completeness of all registrations and to reject any registration that is incomplete, inaccurate, or submitted outside of the designated registration period.

Bid Process  

  • The project’s page will include the statement of work, milestone plan, and additional project details.  

Presentation Process   

  • Businesses that submit a proposal will be invited to deliver a 5‑minute presentation before the DGS staff panel of judges.  

  • During the presentation, small businesses should address:  

  • Their capabilities to fulfill the statement of work  

  • Why DGS should select their company for the contract   

  • The senior staff panel will make an on‑the‑spot award decision.
