Project Description
The DC Department of Corrections (DOC) operates and maintains the 450,000 square foot Central Detention Facility (CDF) and the 450,000 square foot Correctional Treatment Facility (CTF). CDF opened in 1976 and currently has a capacity to house 2,164 residents. CTF opened in 1992 and currently has a capacity to house 1,400 residents.
To support DOC’s long-term operational goals and vision and ensure continued public safety, Mayor Muriel Bowser allocated $463 million in the District’s FY 2025 - FY 2030 proposal to design and build an annex to CTF.
The mission of the DC CTF Annex project is to replace the aging CDF with a modern, secure and resilient facility that has the necessary infrastructure to address the critical rehabilitation, treatment, and reentry needs of individuals in the custody and care of DOC. This significant investment is key to strengthening and advancing public safety and justice in the District of Columbia.
The District has developed a phased approach to construction of the CTF Annex to focus on the highest operational needs as identified through the project’s Pre-Design phase. The phased plan takes advantage of long-term budget opportunities, conforms to the approved plans for the area, and allows the District to create a ‘one-complex’ vision. Completion of both phases will support the operational goals of the DOC and enable it to demolish the existing CDF.
