Sole Source Procurement - Stryker Emergency Care Products (Defibrillators)

The Department has the need to continue contracted preventative maintenance of emergency response AED defibrillator equipment with Stryker (formerly Physio-Control) the original equipment manufacturer of all LIFEPAK defibrillators. The District of Columbia has standardized use of LIFEPAK defibrillators with 826 LIFEPAK units at DC Fire and EMS since 1994, 120 units at DC Parks and Recreation since 2008 and 45 units at Metro Police Department since 2001. Stryker is the only source for Factory-authorized inspection and repair services which include repair parts, upgrades, inspections, repairs, and loaners.

To date, Stryker has provided all preventive maintenance and repair service since purchase of the LIFEPAK units dating back as far as 1994. All preventive maintenance is scheduled with each agency. Additionally, Stryker offers a 24-hour response to the initial call to diagnose issues and a 48-hour window of repair. If repairs cannot be done within that window a loaner unit is provided at no additional charge to the District. In the interest of maintaining certification and compliance of this critical lifesaving equipment it is imperative that the OEM continue providing the contracted preventative maintenance and repair services for the preceding contract term.
